Given all the news accounts, I am sure that all of you are aware that Sunday night Governor Walz and Legislative Leaders reached an overall budget agreement for the coming biennium. Among the major points of that agreement are no new gas taxes, a reduction in the health care related “provided tax” from 2% to 1.8% but with no automatic expiration date such as existed before, and a 2% increase in the per student formula for each of the next two years.
By constitutional requirement, the regular legislative session must adjourn at midnight tonight. However, that will not allow enough time to complete many of the budget details as well as final approvals by the full Senate and House. To accommodate these practical but essential tasks, a special session of the legislature will be called by the Governor for later this week. We expect that session to last only one or two days. Beginning late last night, legislators with specialize knowledge and responsibility for select portions of the budget begin finalizing details for the final bills. Those important details will take a few days to conclude but we expect them to be wrapped up by the end of the week.
